Cycling Ireland Off-road Commission AGM – 23 Jan 2016 – motions and nominations – updated
Many thanks to all the people who took the time to submit motions and nominations for the Off-road Commission AGM which is due to take place on Saturday 23 January 2016 at Louis Fitzgerald hotel in Dublin (see previous post for more details). Below you will see the full list of motions and nominations submitted. Please come along to support the commission in the work that it is trying to do.
MOTIONS
1) I, Gary Rafferty, Licence number 15LC0552 would like to put forward the following motion, that u14 and u16 youth races be included in the cyclocross national championship.
2) I, Gary Rafferty, Licence number 15LC0552 would like to put forward the following motion, that u14 and u16 youth races in the cyclocross series, should be ran as cx races (shoulder number, bike change etc) and not mtb support races. This would encourage more youth to get a cross bike and learn cx bike handling skills at an earlier age.
3) I, Paddy Daly, Licence number 15A30943, would like to put forward the following motion – That the minimum entry requirement in under 23 category in Mountainbike and Cyclocross National championships be reduced to 6 . It is vital there is an age category for young riders as their younger European counterparts have . Granted this will create a small field initially but in time this cat will grow and needs to in order to give U16 and Juniors a consistent progression through the sport.
4) I, Terence O’Neill Licence number 16LC0325 would like to put forward the following motion – That National Championships Categories for off road events be amended to include for a M50 National Championships Category and M60 National Championships Category.
5) I, Ronan Campbell, Licence number 15LC1137 would like to put forward the following motion, that once a entrant signs on at a race, there is no entitlement for a refund
6) I, Maciej Staroniewicz, license number 15A20140 would like to propose to trial out in 2016 a new lap count format which I believe would improve the quality of XCO racing in Ireland (the U14, U16 and Women’s categories would benefit the most) and would prepare our riders better for racing abroad (UK and beyond). Up to this year the Irish cross-country races were designed around having a senior course of around 20 minutes for the top end riders. Going into 2016 we would like to shorten the lap length (in terms of time) to around 14 minutes which would provide more flexibility on the number of laps across categories and make the race more interesting for the spectators. To sum up, the benefits of the shorter laps include:
– more flexibility in adding / removing a lap depending on weather conditions
– more flexibility on the number of laps across categories
– less course to be built and maintained for each race
– riders will ride through tech / feed zones more often
– there will be no need for a separate U14 course
– U16 race time will be slightly extended compared to 2015
– lap count in line with British XC NPS and World Cup XCO races
– closer racing across all categories, races more interesting for the spectators
The organizing club of an NPS round in 2016 would need to agree to trial the new format taking in careful consideration any possible issues (such as course layout). If the new system proves to be a success we would roll it out across all races in 2017.
7) I, Fergal Kilkenny, licence number: 15LC2768 propose following motion:
That the Offroad Comm. AGM be held within the same year as the CI AGM (and not the following year).

That the official communication channel for the Offroad Comm. be their FaceBook page (https://www.facebook.com/Cycling-Ireland-Offroad-Commmission-172074522833708/) in order to notify subscribers quickly and effectively, with subsequent details being posted on the Offroad Comm website (http://www.offroadcyclingireland.ie/).
9) I, Fergal Kilkenny, licence number: 15LC2768 propose following motion:
Any significant changes to the National XC series (NPS) be submitted via motion at the Offroad AGM in order to be voted on by members present on the day.
Such changes include the following: Lap count change, race duration change, category change, rider category promotion/demotion change.
10) I, Fergal Kilkenny, licence number: 15LC2768 propose following motion:
That the list of penalties (for XCNPS racing) in the Rules and Regulations Appendix AT.6 be reviewed, with any irrelevant penalties removed (eg; “rider taking both hands of the handlebars in the final sprint”), and any appropriate/new ones added.
11) I, Fergal Kilkenny, licence number: 15LC2768 propose following motion:
That the lap count for the XC NPS remain unchanged unless voted-on and accepted at the AGM by CI members.
12) I, Fergal Kilkenny, licence number: 15LC2768 propose following motion:
That for 2016 (and forward), specific rules regarding promotion and demotion for the Senior 1, Senior 2, Senior 3 Men categories XC NPS be created and documented on the CI/Offroad website and communicated to all CI members/XCNPS riders.
Specifically, for demotion of riders in Senior 1 and 2, I propose that riders whose best result puts them outside the top 70 % of riders for that category will be automatically eligible for demotion.
13) I, Fergal Kilkenny, licence number: 15LC2768 propose following motion:
That either the fee for protest lodging in the XCNPS (currently €40) be removed, or if the protest is upheld, that the €40 be reimbursed to the rider. There is no reason at all a rider should have to pay this fee if he has been compromised by a third-party during the course of his/her race.
